 when I go there its just a lobby and empty building, in the town editor it wont let me add familys to it how do I populate it? thanks in advance to all who help me.

If it is a residential lot, as you play the game, the game should move townies in on its own.  Sometimes it takes a couple of sim days and sometimes it takes longer.  I find when I add apartment buildings, before townies move in, sometimes service sims move in first, if you have lounges or places that have the professional juice bars.  If I add houses, it is not too long before someone is living there. :)
Is it true that cannibals don't eat clowns because they taste funny?

Thanks for the tip. I just thought it was weird I could not move people in on my own.

You can make a sim or use a sim out of the bin and move them into that apartment, as long as they have the funds or just wait until the game moves sims in. :)

heres an update the game moved one family in, but I have not been able to move anyone else into the building in edit mode any ideas?

Unless the people you want to move in can afford it, you can't move them in. In town editor, go into buy/build and check the partment and how much it costs. Use "restrictbuildbuyinbuildings false" to increase the size of the aprtment. Be sure afterwards, to change the "restrict..." to "true".

But, you can never move anyone (without a mod) into a home they cannot afford.

The cheat command "freerealestate" will let you move any bin household into a residential lot regardless of price.

With university, you can move in people and select there rooms and where they sleep etc. until that, you can't have an actual 'apartment' unless you use the bridgeport highrises.
