Game panel missing

I've now had a couple of games go pear shaped with excessive lag and a couple of weird things.  If I quit the game, and reload the game from the main menu, there is no panel along the bottom.  I get the venue where my sim was but no panel - no sim , no green plumbob, and only the ability to click on objects that my sim could use.  For example, in the library, I can run the cursor over the bookcases and the curser changes to the gear cog but there are no options to do anything.  I also then cannot get out of the game as there is no panel to select quit. 

The first time I turn off the computer and thought ..."okay cold boot will fix this", but it didn't?  I had to delete the game.  Next time it happened I noticed that my sims never changed their clothes to go to work.  They swirled around but ultimately went to work in their everyday outfits.  The weird stuff is Sims putting their arms through their backs to get stuff from the fridge or feed the nooboo or read a book or standing half way through the walls when talking to another sim.  From that point onwards the saves were all corrupted as described above.  Any suggestions?

The Missing User Inferface thing happened to me once, long ago. I remember trying what's in this blog:

For me nothing worked and I had to go to a previous save, but maybe you could try. Well, I actually didn't try any mods, but apart from that I tried everything.

I have no idea what can be corrupting your game so often though. Do you use any mods or CC?
I'm just guessing here, but maybe a Factory Reset could help, even if you don't have any custom stuff in there. It won't hurt, anyways  :).

First obvious questions are "do you have mods installed" and "did you clear your cache files"?  Always the first suspects.

The problem sort of sounds like your F10 key is on (turns off all the game clutter for taking screenshots) except for the work clothes thing and Sim contortions.  Still, hit that a few times and see if the game bar and screen clutter returns - If this is a preference, it might not turn back off again on reboot automatically and is staying on until you tell it otherwise.

I haven't had this specific thing happen to me, but it sounds like a problem of the same calibre I faced once and found a lesser known solution to.  I can't recall the error name I had but it was the one where the launcher doesn't recognize anything in the download folder, installed content, etc. and when you get in to the neighborhood selection area, it says you don't have a registered game installed (even though the disk is in the drive and it worked fine last time you booted up).  Anyway, the point is that the game was not referring properly to valid game files and booting info that *was* there.  I fixed it by deleting all the preference files - A corrupted pref file apparently was the problem and everything was just fine then.  I'm on a Mac, so there were several and they are kept in a hidden folder, so if you are on a Mac and need instructions, let me know and I can give you detail on how to find them.  On Windows, I have no idea.  They recreate upon booting, and the worst that should happen is that maybe you will have to reset some preferences, although I didn't.  It was alarming how much effect a randomly corrupted preference file had on my game!  Your problem may be completely different, but it's a quick, not-scary-or-time-consuming thing to try.

No, I have no mods.  I'm on a PC my son built for me.  It has a Windows OS.  My Sims 3 is via Steam not disc.  I have all EP's to Showtime and some store content.  I also have some houses from the forum installed which may have custom content.

I'm not tech savvy (massive understatement) so I don't go into the program files and I have no idea what preference files are.  My son cleans out the cache stuff every month or so - depending on how much I've been playing.

I'll pass all your feedback on this issue over to him to see if he can determins if I have any corrupted files.
