Has anyone used Sims 3 Neighbourhood Workshop by Tyger?

I have seen it on a couple of pages when looking for ways to import jpg files of pictures I like into the game.  I know about the more difficult way using meshes and a bunch of other programs to do it.  But this one seems to allow a simple substitution for still lifes.  I haven't tried it yet because I have never heard of it before and wanted some feedback before I give it a try.

Is this to do with making custom content? I can't think of why you would want to import images into your game except to use as patterns for items.

For pictures.  Say I have a picture of my cat and want it on my wall in my house. I would like to import that into the game.  It was possible in sims 2, and also possible in sims 3 through a sort of complicated process, but apparently this is supposed to let you do it fairly easily.

Just wondered if anyone was familiar with it.
