My Games lags constant

Resetsim fixes it?  What world are you on? Some worlds have areas where sims can get stuck and that can cause problems.

If that is the case you can make the offending lots no vistors allowed, or delete them and that will stop sims from getting stuck

There are useless caches that you can delete that won't cause harm to your game. It should improve performance somewhat.
If you downloaded CC, there is a folder called DCbackup.
Delete the folder, it's really useless. Don't delete the folder itself, just the contents inside it.
Then there are 4 files. They are, in no particular order:
simCompositorCache.package
scriptCache.package
compositorCache.package
CASPartCache.package
They are safe to delete as well. The game itself will have to make new files, but other than that, performance should be new, as if you played it for the first time!
