Do you use Mods or CC?  Recipes are one of two types of books that you should never be able to re-read.  The other being books to learn new songs for instruments.

Every time someone has mentioned mods or CC - you have ignored the question.  Do you use them and are they updated?


Also, have you tried to read recipes in a different/new game and gotten them to work?

I have removed all my mods and tried a new game and it still doesn't work.

When you removed the mods, did you clear your cache files and everything in your DCBackup folder but the ccmerged file?  Do you have any CC that corresponds with reading books or special bookshelves?

So, you started a brand new game with a new Sim, got that Sim to level 5 cooking, purchased and read recipe books, click on the refrigerator...  and you still don't have the new recipes available to cook.  Is this exactly what you did?

Do you have any mods at all?  Not just ones to alter books or bookshelves.

If you removed your mods and did everything that Pam mentioned, I recommend a very thorough and complete reinstall as well as trashing that file as it's probably corrupted.  I would start a new game without any custom content and without any mods and see if it works then and only then.  Afterwards slowly start to incorporate all the stuff that you just gave up (CC, mods, store content) and once the problem comes up again, you know what's wrong with your system and you can uninstall whatever is the cause.
