Cheat Bar won't come up

I'm starting to get really annoyed about this.

Sometimes when I play in my version of relaxed mode (giving sims tons of money through cheats) or I need to fix something, I use cheats. About a month or two ago, I one day was playing and the cheat bar wouldn't show up! It worked all the time before when I pressed Ctrl+Shift+C. I tried again, but it wouldn't pop up. I tried resetting the game, but it was still bugged. I am not using Windows Vista. Can somebody try helping me?

I know you're not using Vista, (so unless you have a Mac) you could still try with the windows button as well. That's all I can come up with now and it's in the guide as a possible problem for the cheat bar.
