how do I get Lunar Lakes & Hidden Springs

Hi everyone.  I have never used 'The Store' and have no idea how it works.  Is it a membership thing?  I don't know if I have any sim points or if I can buy these worlds online, or if they are free.  Can anyone explain how I can get these worlds.  I have all the EP and game content only.  I'd really like these two worlds.  I've searched for the download and can only find forum responses.  I can't seem to locate any downloads.
