Title: All comedy routines coming out with poor quality!

I have a male sim, level 8 comedy, and level 2 writing, and every time he writes a comedy routine, no matter the length it comes out with poor quality! I can also only critique one routine at a time. ???

I think you need to “refine” comedy routines to get the quality to improve. They all start out poor. You perform them once, the the option to refine them on the computer comes up. You may have to repeat the process a few times to get excellent quality.
