No mermaid(s)

My Sim has dived several times in all the diving areas (he is a level 10 diver) but has not come across any mermaids.  Any reason why that is??

This maybe a part of a bug or they may be around, they just don't have their scales and tails.

The more I read about this issue, the more it just sounds like a bug that never got a true fix by EA.
